Divisions

Five civilian divisions. One nervous system. And a sixth the org charts never mention.

Continuity

Infrastructure & Energy. Power grids, water, automated transit, urban maintenance. The most visible face of ACS — the cranes, the worksites, the ribbon-cuttings. Its true function: wiring the city with sensors under cover of modernization.

Identity

Biometric Systems. The jewel of ACS. It operates the unified identity file: one citizen = one biometric profile (retina, neural print, behavioral signature). Presented as an anti-fraud service. In reality, the living catalog of the population.

Health

Connected Medical Network. Hospitals, clinics, automated ambulances, centralized medical records. ACS heals — and in healing, it scans brains, measures neural plasticity, flags anomalies. Medical data reveals who is fragile, who is alone.

It also runs the Directed Longevity program Izanagi — cellular restructuring and Alpha-level organic replacement, by named accreditation only.

Mobility

Flow & Prediction. Traffic, crowds, transit. Officially, to keep the city flowing. Unofficially, to learn to predict human movement — and, when the time comes, to block it.

Social Services

Collective Resilience. The most benevolent division on the surface: social welfare centers, orphanages, homes for abandoned children of Heywood, Santo Domingo and the Badlands camps. ACS feeds, houses and educates the castoffs of Night City.

Exists on no org chart. No public name, no declared budget, no official staff. The administrative shell that absorbs Arasaka's sensitive operations disguised as civilian projects.

Three promises. One certainty.

  • Health Continuity — "No one will die of a failed network again." Interconnected hospitals, unified medical record, smart emergency triage.
  • Identity Continuity — "One identity, one life, one protection." The unified biometric file, presented as a shield against identity theft.
  • Resilient Continuity — "No one is forgotten." Expansion of the social welfare centers and "integration of orphans into the body of the city."

The public slogan — "No one is forgotten" — read in reverse, becomes a threat: no one is out of reach.
