The sixth division

No public name, no declared budget, no official staff. Special Continuity is the administrative shell that absorbs Arasaka's sensitive operations disguised as civilian projects: laundering black budgets, hosting forbidden research, providing logistical cover. Project Chrysalis is a Special Continuity file.

Key figures

Arthur Jenkins — "The Founder"

Head of Arasaka Counter-Intelligence — and secret founder of ACS. He did not hijack the civilian facade: from his seat in intelligence, he built it from the start as the perfect cover for Project Chrysalis. The spymaster knows how to make a budget vanish; the founder of ACS has the infrastructure to hide it. He rules from the shadows and personally runs Special Continuity. The boss of the company that promises to "never forget anyone" is the man who made 39 children disappear. Eliminated in late 2076; his access, however, survived.

Damien Kessler — "The Face"

Director of Communications, public spokesman of ACS. The man of ribbon-cuttings and speeches about "measurable hope." The public believes he runs ACS; he is only its face. He is unaware of the existence of Special Continuity. He is the human firewall: as long as he smiles, no one looks at who commands behind him.

Mirjam Osei — "The Archivist"

Director of the Identity Division, architect of the biometric file. To her, an unindexed human being is a security flaw. Without knowing it, her catalog lets Chrysalis select its prey — then identify Subject 40.

The Special Continuity Office

Not a man, a door. A ghost desk through which Arthur Jenkins (Arasaka Counter-Intelligence) grafted Chrysalis onto ACS: the social centers for the subjects, the hospitals for the labs, the civilian accounting for the laundering.

The laundering machine

Infrastructure contracts conceal black spending. The Chrysalis budget (≈ 15 billion €$, including the acquisition of minor subjects) flows under civilian labels: "Bio-Organic Laboratory Equipment", "Health Continuity Modernization", "Supply of distributed compute nodes". An ACS hospital can hide a laboratory. Civilian accounting is the perfect camouflage for corporate crime.

ACS & Project Chrysalis

ACS did not create Chrysalis. But without ACS, Chrysalis would be impossible. Here is what the civilian facade supplied to the atrocity.

The line with Militech stays clear: ACS delivers the human material and the camouflage; Cynosure (Militech infrastructure, reached via Dr. Karstein) delivers the digital fire that turns Subject 39 into the Architect. Chrysalis was born at the seam of two rival corporations — on the backs of children neither ever counted as persons.

Izanagi / Izanami

The Izanagi program was not designed to sell youth to executives. It was born in 2075 as a branch of Project Chrysalis: to custom-build the biological vessel meant to receive the engram. Cultured bodies, new, healthy, without a past.

All of them failed. The tissue held; the consciousness slipped. A vat body is neurologically blank — no history, no synaptic scaffolding, nothing for a mature engram to grip. From that failure came Jenkins' conclusion, recorded verbatim: what is needed is not a new brain, but a brain that has already proven it can host a second. A fractured mind that carries two souls. Subject 40.

Izanagi, now useless to Chrysalis, was not shut down. It was repositioned — from a research failure to a prestige product, offered to partners whose loyalty must be secured. The cultured tissue remains unstable: each cycle requires a resynchronization in an Arasaka facility. This is not a defect. It is ACS doctrine applied to a single body: make it indispensable, then wait. An Izanagi accreditation frees no one from death — it simply hands Arasaka the schedule of it.

The Izanami registry

A cultured body requires a living, young, matched biological matrix. The Nursery produced 39 subjects and 38 failures — children whose neural plasticity proved insufficient, and whose files bear the note "transferred." They were not destroyed. They were reclassified under IZANAMI: the registry of matrices. The brain was Chrysalis' failure; the rest was Izanagi's stock.

The ACS social welfare centers thus fed not one crime but two, through the same convoy and the same accounting line. What Chrysalis rejected, Izanagi billed.
